Aspect Ratio/Proportion - make sure to make the content to your defined partition/window's proportion. Use the resolution close to your window's resolution.

Try to use WMV wherever possible.
Bit Rate around - 3MB/s.
Frame rate - No more than 25 frame/s.

Flash
Allow exactFit scaling wherever possible - include the ActionScript code(stage.scaleMode="exactFit";) on the 1st frame.
Frame rate - No more than 25 frame/s.
Produce the content as Flash 7 format.
